Call for Applications – Data Protection Expert for Compliance Reporting Format Development

The Institute for Technology and Society (ITS), in cooperation with CiviKos, is seeking to engage a Data Protection Expert to support the development of a standardized Data Protection Compliance Reporting Format. This activity is part of the “Enhancing Data Protection and Cybersecurity across Sectors in Kosovo” project, funded by the Embassy of the Netherlands.

The assignment aims to strengthen the capacity of the Agency for Information and Privacy (AIP) to assess compliance across public institutions and large data processors. The reporting format will be aligned with EU standards and local legislation, pilot-tested with key stakeholders, and accompanied by a practical handbook. The expert will also be responsible for training AIP staff on the use of the finalized format.

Main Responsibilities:

  • Review EU data protection standards and Kosovo’s Law No. 06/L-082.
  • Develop a clear and practical reporting format.
  • Pilot test the format and incorporate stakeholder feedback.
  • Draft a supporting handbook.
  • Deliver training for AIP staff.

Requirements:

  • Master’s Degree in Law, Public Policy, Data Protection, or a related field.
  • Minimum 5 years of experience, including at least 3 in legal or compliance-related drafting.
  • Proven expertise in data protection and strong knowledge of GDPR and Kosovo’s legal framework.
  • Excellent writing skills in Albanian and English.

Working Days & Compensation:
The expert will be engaged for 15 working days, with a daily fee of €150, totaling €2,250 (gross, all-inclusive).
